上海是我国利用燃气最早的城市,利用人工煤气的历史已有137年。位于东海西湖凹陷的平湖油气田的开发工程始于1996年,3年后建成。从1999年4月28日平湖油气田天然气进入上海浦东新区居民家庭,至2000年10月1日前,浦东新区仅用一年半时间就实现了天然气化。同时,平湖油气田天然气还越江进入上海浦西地区,使上海全市的燃气供应步入了结构调整阶段。至2002年7月,上海已有天然气居民用户近70×104,其中浦东新区近53×104户,浦西近20×104户;此外浦东新区还有4000多户商业企业、100多家工业单位也用上了东海天然气。为了迎接2004年"西气"及"东海天然气的扩大利用",上海市政府及有关部门制定了利用天然气的近、中期规划。预计至2005年,上海天然气年销量将达到30×108m3,天然气占一次能源的比例由目前的1%提高到5%,管理基本达到国际中等发达国家水平;至2010年,天然气需求量将达到70×108m3,在上海全市实现天然气化。文章指出:政府部门的重视、天然气上游资源的保证供给、巨大的天然气需求量、燃气行业体制的良好组合、环境保护的高度意识、是上海发展天然气产业的优势所在

Shanghai is a city which made the earliest use of gas in China, and has a history of 137 years of using man made coal gas. Development project of Pinghu Oil/gas Field in the Xihu Sag, East China Sea began to build up in 1996, has been accomplished three years later. Since April 28, 1999, natural gas of Pinghu Oil/gas Field has been entered into residential household of Pudong New District. Pudong New District has realized gas popularization before October 1, 2000. Meanwhile, other districts of Shanghai city partly made use of natural gas of Pinghu Oil/gas Field. Gas supply of Shanghai have been entered a new structural regulation stages. There are 70×104 residential households of gas consumer in Shanghai, in which 53×104 residential households of Pudong New District, 20×104 residential households of other districts by the time July,2002. Additionally, 4000 commercial enterprises and 100 industrial unit of Pudong New District has made use of natural gas of Pinghu Oil/gas Field. In order to await the arrival of "west gas" and "Gas expanded utilization of East China Sea", Shanghai government department has formulated short middle term plan for gas utilization. Annual gas consumed volume will be forecasted to be 30×108m3 of 2005, 70×108m3 of 2010. Gas utilization proportion increased from 1% at present to 5%. Management will approximately reached the level of moderate developed country. Gas popularization of the entire city of Shanghai will be realized in 2010. This paper points out that highly valueless of government department, gas supply guarantee from the reaches resource, tremendous requirement of natural gas, good system association of gas industry, consciousness of environment protection, are all good condition for natural gas industrial development in Shanghai.
