为了克服目前国内跨国油气勘探开发项目经济评价软件在评价模型和指标体系上适用性不强的缺陷，基于Visual Studio软件开发平台编制了具备数据管理模块、经济评价模块及报表与绘图模块的经济评价系统InterBE1.0。该系统采用基础评价模型配合模糊综合评价模型的方法，进行总体定量化经济评价，在构建评价模型和指标体系方面具有可扩充性和可重构性2大特点。通过实例研究表明，该评价系统可实现构建与项目合同及财税制度相匹配的财务分析模型、不确定性分析模型、边际值分析模型、模糊综合评价模型及经济评价指标体系，与项目各阶段耦合较好，并分别从政府、项目和合同者3个角度评价其经济可行性。

In order to overcome the defects of the domestic economic evaluation software that is not applicable well in evaluation model and index system in multinational petroleum exploration and development project at present. Based on software development platform Visual Studio, an economic evaluation system InterBE1.0, owning data management module, economic evaluation module and report generation and drawing module is drawn up. Combined the basic assessment model with fuzzy comprehensive evaluation model in the system, economic evaluation is conducted quantitatively, which is characterized by expandability and reconfigurability in the aspects of the construction of evaluation model and index system. Through the case study, the system can realizes a good match with project contract and tax system, including financial analysis model, uncertainty analysis model, marginal value analysis model, fuzzy comprehensive evaluation model, index system of economic evaluation, indicating a good coupling with various stages of the project. The economic feasibility is evaluated from the aspects of whole project, government and contractor respectively.
