油气藏开发方案是油气田开发中的纲领性文件，方案的实施具有权威性及原则性，但是方案制定过程中所依据的探井及评价井资料的有限性及某些不确定性，决定了方案实施过程既要具有刚性部分，也要具有弹性部分。从开发方式和技术政策等方面对开发方案实施中的刚性内容进行了阐述，对造成复杂油气藏开发方案中的储量评价、井型井网部署、产能预测、合理配产、采收率预测偏差的因素进行了分析，指出在开发方案实施过程，根据油气藏工程理论及方法，适时调整原方案中的措施及部署是非常必要的。

Development program is the critical guidance for reservoir development. Implementation of the program has the author-ity and the principle. However, with limited exploratory data and some uncertainty, implementation of the program has both rigid part and elastic part. Rigid parts of development program were described in aspect of development methods and techniques. The causes of the deviations in original reserves evaluation, well pattern design, productivity prediction, production allocation and recovery prediction were analyzed. Hence, based on reservoir engineering theory and methods, adjustment of the measures and deployment in the original proposal is necessary in the implementation of the development program.
